Village Grove HOA Members Meeting July 9th, 2024
Minutes: Meeting start 7pm- 7:20pm
Discussion: Read into the minutes, directly from attorneys email:
- “at the executive session meeting on 6/20/2024, the board voted to initiate a nonjudicial foreclosure of Assessor’s Parcel Number 7180-035-019”
- This prompted questions:
- Who was it?

- Why were we telling them this?
- We were directed by the attorney’s that is it now California Statute to report this to them so we were following the rules of California
- Why was the lien/ foreclosure initiated?
- Based on the passed and enacted in 2023 Collection’s Policy, it now has black and white guidelines on how to proceed with owners who owe the HOA money
- We were asked what the breakdowns were for starting this process, but we referred them back to the policy that was enacted last year

Discussed Election Rules
- Several owners admitted to not having read the policy & asked the board to tell them what it said
- We stated that it was 22 pages long and complex and that they would need to read it for their understanding
- We stated that Village Grove has never had a policy on this before and it is now required
- We highlighted that one of the changes in that we now have to hire an ‘Inspector of Elections’ to collect and count the ballots; it is no longer sent/ counted by Brockman Properties
- We stated that there is now a significant cost to elections- around $1000 each time
- We noted that once we mailed out the notice of the Inspector of Elections, we learned that he would be out of the country for 2 months, thus delaying any voting

- We stated that we had already started the process with this person

- Owners asked why we were doing this and delaying the Special Assessment vote
- We reminded them that this was a requirement by the state and the board has no options
- Owner via text who could not attend the meeting stated that comments were sent to Brockman properties prior to the meeting
- We informed the owner that we were not able to make changes, per our attorneys, per California statute.
